Service reconfiguration, appraisal and site disposal
Leicestershire Partnership NHS Trust needed to review their existing operational services and associated estate to ensure a more effective and efficient service provision.
Interserve was first appointed to undertake an appraisal of service and estate reconfiguration options and help the Trust identify a future strategy. At the next stage of the project, Interserve was commissioned to develop a decant strategy and manage the disposal of a 9.7-hectare and a five-hectare site at the best value.
John Short, Chief Executive, Leicestershire Partnership NHS Trust, said: "Interserve has supported our Trust to achieve its strategic goals through a long-term partnership, which has matured over time. The collaborative approach developed within the national P21 Framework has allowed projects to be progressed with an increased understanding of our requirements, specifically our capital investment programme and disposal strategy. The benefits of this close partnering approach ensures that project outcomes are clearer and better communicated resulting in timely project delivery. In particular we have been very pleased with Interserve on the Bradgate development and this has seen each phase of the multi-million pound development of inpatient facilities open on time and to budget."
Added value
- Services and site appraisal: After the collation and analysis of service and estate information, a range of benchmark requirements and options were developed. These options explored multiple combinations of operational services, sites, ownership models and costs.
- Creating client land value through planning approval: Securing agreement on the future site use and obtaining Local Planning Authority (LPA) approval for the development brief and planning application was an important part of our approach.
- Best value site disposal: Interserve provided a robust approach to securing best value disposal of the surplus sites and addressed challenging issues, including deteriorating market conditions; the Trust's decant plans and disposal deadlines; site constraints including planning designations and securing agreement with the LPA.
- Stakeholder engagement: We engaged with the Trust and hospital staff, as well as the local authority, local universities and community representatives.
- Marketing: Interserve developed a marketing strategy and programme of activity, which included brochures, advertising and web management.
- Innovation: Working with our supply chain, we designed, manufactured and installed bespoke anti-ligature handles with enhanced practical and aesthetically-pleasing features.
Award-winning capability
Interserve was awarded a Bronze Considerate Constructors National Scheme Award in 2012 for the refurbishment and 800 sq m extension of the Bradgate Mental Health Ward Two (Phase 4).
